What Is FAA Form 7480-1?

FAA Form 7480-1, Notice for Construction, Alteration, Activation and Deactivation of Airports, is used to notify the Federal Aviation Administration of certain proposed actions involving airports, heliports, vertiports, and other landing areas. For a new heliport project, the form is an important part of the federal notification process under 14 CFR Part 157.

Although the title refers to “airports”, the form also applies to heliports. Depending on the project, it may be required when establishing a new landing area, altering an existing facility, changing its status or use, or deactivation it.

Purpose of the Filing

The FAA uses the submitted information to understand the proposed facility and evaluate it within the surrounding aviation environment. A heliport may interact with nearby airports, other heliports, or obstacles. The filing gives the FAA basic information about the project, including its location, proposed use, facility characteristics, and other details needed for review. Submission of the form does not automatically mean a heliport is approved, and separate state or local requirements may still apply.

Information Included in a Heliport Proposal

A heliport submission typically identifies the project sponsor, exact site location, proposed facility type, and relevant operational characteristics. Accurate latitude and longitude are especially important because the FAA’s review depends on the correct geographic location of the proposed site. Supporting information may also include maps, site drawings, nearby aviation facilities, surrounding obstacles, and proposed approach and departure directions. The exact documentation needed depends on the project and applicable FAA requirements. However, the higher quality the package and support documentation, the easier it is for the FAA to issue a determination.

Site and Airspace Considerations

A proposed heliport should be evaluated as part of its broader environment rather than only as a landing pad. Nearby airports and heliports, buildings, towers, utility lines, trees, terrain, roads, and other features may influence the project. Approach and departure paths are particularly important because a landing area can appear physically adequate while surrounding obstacles create constraints farther from the site. Early review can help identify these issues before a project becomes heavily committed to a specific layout.

FAA Form 7480-1 and FAA Form 7460-1 serve different purposes. Form 7480-1 relates to the establishment, alteration, activation, or deactivation of landing areas under Part 157. Form 7460-1 relates to proposed construction or alteration that may affect navigable airspace under Part 77. Depending on the project, additional FAA review processes may apply, but the forms should not be treated as interchangeable.

Early Planning Before Submission

FAA Form 7480-1 is more than a paperwork exercise. Before filing, a project team should have a clear understanding of the proposed location, surrounding obstacles, nearby aviation facilities, conceptual heliport layout, and potential approach and departure environment. Identifying constraints early can reduce uncertainty and help the project team prepare a more complete and technically organized submission.
